In one Day - 27 charges that were not ours

We have regular AMEX cards and have had no problems. We got Prepaid AMEX card for travel. We were checking our account November 10th and was shocked that it was minus $20.64 and not the $2500 we put in this summer. Discovered 27 charges on October 7th all to Exxonmobile in Florida (we live in California). We have been on the phone almost daily with no resolve. They tell us they will email dispute "form" we must send in writing, but after 5 attempts to get form - no show. We took it upon our selves and sent UPS Next Day (cost of $37) that these are not our charges - we have proof of signature. Called today and was told we had to have it on "the form". Another department handles that, so there was no record of it. Also in their terms states they will refund money in 10 business days from the time we reported, but today was told it is from the date of written notice. So even though we sent it, another department decides if it was received? Every time we call, we get a different explanation. Do not answer these games being played with people's money.

Same thing happened to me after booking a tour in prague with my card. 5 charges for total of $440.02 at an exxonmobile in Miami. Did you book a tour with Blanca lukas before this happened? If so, i'd wager her tour company is responsible. I am willing to cooperate with fraud investigation if so.
