American Express won't resolve unauthorized pass transfers - Pass

I transferred $200 from my amex to my daughters pass account. Over the next three days, 5 additional, unauthorized transfers were made. After 2 calls to pass and 3 calls to amex, I was told it would take 6 to 8 weeks to investigate. You think amex is premium car but the only thing premium about it is the fees and exense. Service is not there.
